Its an artifact of how the paint is layed down and the angle of the light hitting it. Because the bumpers are painted off the car, the pearls and metallic particles are applied at different angles relative to the other parts of the car. Amazing how much difference it appears to be, even though the actual "color" is the same. It does tend to be much more salient on yellow and white cars, as mentioned by Dustin, but not so much an issue of the substrate. In some cases it may be further affected slightly by flex agents added into the paint.
